iii. LABOUR ORGANISATION

Labour organisation : Sholapur is one of the industrialised districts in Maharashtra. The passing of Indian Trade Unions Act, 1926, greatly facilitated the growth of trade union movement in the district.

In all, there are 54 trade unions in the district, of which information in respect of thirty is available. The same is given in Table No. 16.

With the enactment of the Bombay Industrial Relations Act, 1946, and the Industrial Disputes Act, 1947, which is a Central Act, the relations between the industrial employees and the employers have been precisely regulated. The Bombay Industrial Relations Act, 1946, has helped the registration of representative trade unions in the district. Now, there are four unions registered as representative unions in the district under the same Act. They are the Rashtriya Girni Kamgar Sangh, Barshi; the Rashtriya Girni Kamgar Sangh, Sholapur; the Malshiras Taluka Rashtriya Sahakar Kamgar Sangh, Shreepur; and Sholapur Bank Employees' Association, Sholapur.

Industrial disputes: Table No. 17 gives the details about the industrial disputes in the district, the number of workers involved and the number of working days lost during the disputes covering the period from 1925 to 1968.

Labour welfare: Maharashtra Labour Welfare Board, a statutory body, constituted under the Bombay Labour Welfare Fund Act, 1953, is responsible for conducting Labour Welfare Centres at different industrial towns in the State of Maharashtra. These activities conducted at the Labour Welfare Centres include games and sports, reading rooms and libraries, nursery schools and shishu mandirs for children, tailoring, sewing and handicraft classes for women, music and entertainment programmes, dramatics, cinema shows, scouting, exhibition, excursions and health propaganda programmes, etc.

The Board conducts ten welfare centres in Sholapur district including nine in Sholapur city and one at Barshi.

At two of the nine centres in Sholapur which are situated in areas predominantly occupied by handloom weavers, the Board conducts creches for babies in arms. Children between the age-group of 6 months and 2½ years are admitted in these creches, and they are looked after by qualified creche nurses. This facility is availed of by 118 children.

Besides creche facility, full-fledged nursery school units are also conducted at three out of the nine centres in Sholapur for 160 children between the age-group of 2½ years and 6 years from working class families. The children availing of the facility are also served mid-day meals under the " Mid-day meals " scheme.

A tailoring class to impart instructions in tailoring of women's and children's garments, recognised by the Board of Technical Examinations, Government of Maharashtra, is also conducted at one of the centres in Sholapur for twenty women-members from working class families.

In addition to the activities enumerated above, occasional activities like celebration of national and special days, competitions in games and sports, wrestling tournaments, cultural festivals, drama festivals, exhibitions, lecture series, symposiums etc., are also organised in which a large number of workers and their family-members actively participate.

During the Fifth Five-Year Plan, it is proposed to expend Rs. 13.00 lakhs on labour and labour welfare activities in the district.
