HOME GUARDS ORGANISATION
The Home Guards Organisation comprises men and women who undertake to receive the specialised training besides their normal duties and agree to place their services at the disposal of the State, during an emergency. Prior to its inception the Home Guards Organisation was known as the Civic Guards. The nature of duties of this Civic Guards was the same like the present organisation. Today the organisation is under the command of the Commandant-General who is an honorary officer and is responsible to the Government in all matters concerning the organisation. At the district level it is controlled by the Commandant who is assisted by Second-in-Command, Quarter Master, Officer-in-Charge, etc. The units in talukas are in charge of officers called Officers Commanding who are appointed by the District Commandant with the approval of the Commandant-General. The units in villages are put in charge of officer-in-charge.
With a view to review the working of the Home Guards from time to time and to suggest ways and means for its efficient functioning the Government appointed a District Advisory Board headed by the Collector with official and non-official members.

Out of the 2,546 total Home Guards in the year 1974, 1,721 were in urban area and 825 in rural area of the district.
