DIRECTORATE OF INDUSTRIES
The Department of Industries at the State level is headed by the Secretary, Industries and Labour Department, Bombay. However, the actual working of the department is entrusted to the Directorate of Industries headed by the Industries Commissioner. The Joint Director of Industries, Pune, whose jurisdiction also extends over the district of Sholapur, is responsible to the Industries Commissioner. The Collector of the district is the ex-officio Deputy Commissioner of Industries, and the Industries Officer in the district is attached to the Collectorate. The normal work in respect of industries is attended to by the Deputy Commissioner assisted by the Industries Officers. The strength of the Industries Inspectors in the district is seven. As regards work pertaining to weights and measures there are three Divisional Inspectors in the Sholapur division.
The functions of the Directorate of Industries pertain to large-scale
industries, small-scale industries and cottage industries. The same are detailed below:-
Functions: Large-scale industries: The Directorate of Industries has-
(1) to process applications for industrial licences under the Industries (Development and Regulation) Act, 1951;
(2) to advise parties on formalities and technical matters;
(3) to assist parties on securing land, water, power and transport facilities;
(4) to offer laboratory facilities for analysis of raw materials, finished products, etc.; and
(5) to promote industrial research by way of research grants.
Small-scale industries:
(1) to assist parties in securing land, water, power and transport facilities;
(2) to develop suitable sites in the industrial estates so as to offer to the small entrepreneurs ready-built work-sheds with power and water and with community facilities like post office, canteen, etc., on co-operative basis;
(3) to grant financial assistance by way of loans under the Maharashtra State Aid to Industries Act, 1960 and the Rules, 1961, and subsidy on power supply and to sponsor grant of such assistance by institutions like the State Bank of India, the State Financial Corporation and the National Small Industries Corporation for purchase of machinery;
(4) to assist parties in marketing products by registration with the Central Stores Purchase Organisation, Director-General of Supplies and Disposals and National Small Industries Corporation and by persuading them to join the quality marking scheme;
(5) to assist parties in securing raw materials and controlled indigenous materials;
(6) to collect quarterly statistics of production and labour; and
(7) to advise parties on formalities and technical matters.
Cottage industries:
(1) to grant financial assistance ranging from Rs. 3,000 to Rs. 5,000 under the Maharashtra State Aid to Industries Act, 1960 and the Rules, 1961, to artisans and to help formation of their industrial co-operatives; and
(2) to encourage the industries by marginal preference in State Purchase Programme.
The schemes of (1) financial assistance to bonafide craftsmen and backward class artisans and educated unemployed and (2) organisation of training-cum-production centres have been transferred to the Zilla Parishad from the year 1962.
Under the scheme of financial assistance to the industries, assistance is given for hand-loom development and also to individuals and industrial societies. During 1970-71, 309 hand-loom units were given financial help. During the same period 105 loanees were provided loans under the S.A.I. Rules and 81 industrial co-operatives were extended assistance.
